Overview

Eastern Development Program (EDP) is one of the largest youth soccer league and tournament operators in the United States. Founded in 1999 by Steve Shilling, EDP serves 130,000+ youth soccer players ages 5-22 and 170,000+ tournament participants across 5,500+ teams. Acquired by 3STEP Sports in December 2023.

Geographic footprint spans New Jersey, Pennsylvania, Delaware, Maryland, New York, New England, Ohio, Florida, and Eastern Canada, with New Jersey as the epicenter. National League Conference Integration

EDP manages multiple USYS National League Conferences:

  • North Atlantic Conference — 13U-19U boys and girls
  • Mid Atlantic Conference — 13U-19U boys and girls
  • South Atlantic Conference — additional coverage

These conferences are part of the 13 conferences within US Youth Soccer’s National League structure. The top ~10% of teams from the 3,500+ teams across all conferences qualify for Conference Playoffs, which lead to the USYS National Championships.

Club Requirements

  • 100+ NJ clubs participate; additional clubs from PA, DE, MD, NY, New England
  • Clubs pay league fees to enter teams at each age group
  • Division placement is controlled by EDP staff based on competitive level
  • No formal facility or coaching certification requirements beyond basic insurance/registration
  • Teams placed by geography and competitive level for balanced scheduling

EDP sits below ECNL and MLS NEXT in the competitive pyramid but serves as the primary competitive league for the vast majority of NJ/Mid-Atlantic clubs. Many clubs compete in both EDP (for most teams) and ECNL or MLS Next (for top teams).

College recruiting: EDP’s “Pathway to College” programming claims 70% of EDP players compete at the collegiate level (MEDIUM — EDP marketing). League showcases and tournaments provide recruiting exposure.

Champions

3STEP Sale Process: Goldman Sachs was engaged to explore a sale of 3STEP Sports in 2026, creating uncertainty about EDP’s future ownership and strategic direction.
